This document is always drafted for execution as a deed, witnessed by one adult who is not a party to the agreement. This is the safe execution method regardless of whether the guarantee is being given before or after the tenancy start date, and it is not a choice you make here.

I understand this document must be signed by the guarantor in the presence of an independent witness who also signs, for it to take effect as a deed.
